To add a network printer for all users on a Windows Server 2008 with the Terminal Server role, run the following command line using Command Prompt with "Run as administrator" elevated privileges.
Rundll32 printui.dll,PrintUIEntry /ga /c\\ComputerName /n\\ServerName\PrinterName
Where ComputerName is the local server, ServerName is the print server and PrinterName is the shared printer name.
